This has been asked a million times already but I'm still not clear. It seems that some people send in the police clearance certificate initially with the entire package to CIC Miss. because that is what is asked for in the Regional Specific Form Checklist Both IMM 3907-General Asia and IMM 3906 South East Asia)while others have stated that they sent it in only when the Regional Visa Office asks for it?
Basically, if I'm doing an Outland Sponsorship of my Thai husband and we are presently living in Mongolia, does he need to travel back to Thailand to get his Police Clearance to send in with the application or can I send in everything including the Medical which can be done here according to the CIC website and wait for the Regional Visa office to ask for his Police Clearance??

There are some countries where you can not get the police clearance without a letter from the visa office requesting it. The authorities simply will not issue it without it. Obviously, in those cases you have no choice but to wait until the visa office requests it.

But if you CAN get it, you should. Otherwise you will only cause yourself delays in the processing - the visa office will first have to ask you to get, then it will take you a while to get it and then you'll mail it to the visa office and only then does the processing continue. And you know you will certainly have to get it sooner or later, because it's required and you can't get the visa without it. So why delay if you don't have to?

Looks like it's possible to get it without going there in person, though I've no clue if and where there would be Thai embassies or consulates in Mongolia O_o

Yes! I never noticed that! Apparently a Police Certificate can be obtained by a non-resident of Thailand if three sets of fingerprints are sent in taken by the local police and or Thai Embassy or Consulate and the application form self-certified?? Whatever that means?? There is an Honorary Thai Consul here in Mongolia maybe they can notarize the police clearance application for us.
