Do we need PCC for Principal applicant only or for all the members?

My Permanent Address City and Present address city is different. From which city the PCC will be done. In my passport the Permanent address is mentioned.

1-4 all the members on the application (who will immigrating w/ u)

2-people change address every time and that won't b a problem...just put ur current address

PCCs are not done for the "city."  They are done for the "country."  (Exception, the USA - then you also need State PCCs.).   For any more specific information, you will have to be specific about which country or countries.

(If you have lived for six consecutive months or longer in a particular country since reaching the age of 18. Plz Refer to pg 22 of EG7000 Guide that talks about "Country" not cities. So, one PCC is adequate. It is as per EG7000.Please sggest)

You need a PCC from each City where you have lived more than six months since 18

Assuming the OP is from India he only needs ONE PCC for the whole country.  At least read the instructions.  http://www.cic.gc.ca/english/information/security/police-cert/asia-pacific/india.asp
