Hi .. My wife is currently living with me in Toronto as a visitor and she is in her 5th month .. She came here on Jan 1st with me from S. Korea ... She got her police cerificate from Korea on Dec 30 and apparently this document expires after 3 months .. Considering how she has been in Canada that entire time after obtaining the document .. Is it still necessary to get a new police certificate???

Yes - unfortunately she needs a new police certificate. It doesn't matter how long it has been since she was in Korea or how long she has been in Canada. The police certificate cannot be more than three months old when it's submitted.
