I know that with my family application, the RCMP does a background check even though I supplied two certificates (one from the State of Oregon and the other from the FBI - both clean as a whistle).

When they do this extra background check, do they use the same resources that the above agencies use? Or do they have something extra that isn't listed as a formal database that other entities use? It seems somehwat overkill that the RCMP would do a background check in addition to me sending certificates. Could speeding tickets show up with the RCMP and ruin my application? (Probably not, but it is a rhetorical notion none the less).

No its not an indictable offense.. :) If the RCMP does do their own check its just a basic level 1 check to see if anything comes up.  If it does then they get more extensive. A few speeding tickets wont ruin your app dont worry :)
