Do I need to submit with my application the RCMP clearance or just the police certificates from other countries where I lived before?  I would appreciate your response.

You don't need the RCMP unless asked by Immigration.

if i do have a police record in the past in Canada
will it be ever pop out during my aplication for PR?
who and what is it dependent on to provide that police clearance?
