Are you applying before the new rules? I'll wait.

My question is if I can still apply with an old police clearance and a letter?

Sure but they will not work on your file anyway until the new rules are posted.

Ok, I thought you were applying for FSW because you didn't say.  If you are applying for CEC, you can send in the old police report but as soon as they start working on your file and notice that it has expired, they will stop and request you to send a new one.  I don't think it will make it any faster for you.
