is it necessary for my wife to provide police certificate? or it's only for immigrants who wants to work in Canada?

Are you sponsoring her to come to Canada? If she is the one being sponsored, then yes, she needs to provide police certificates for every country she has lived in for six months or more since the age of 18.

Police certificate will expire every 3 months,throughout the sponsorship process,make sure both of you in Canada and her oversea, renew them everytime needed.
