Police Certificate for Immigration

Dear all,

It is said from the immigration instruction that "The police certificate must have been issued no more than three months before the submission of your application". This application submission means the application to CIO or the visa office?

I got my police certificate in Jun. Now I am still waiting the response of CIO, Sydney about my application. If I submitted my full document to visa office after September, should I get new police certificate? Thank you very much for your kind help!
