Points for "Relative in Canada"

Hello All,

I got my PR recently & did my landing in Oct 2011 & now I am living (& working) in Ontario.

Can my brother claim points for "Relative in Canada". Considering I migrated and started working here very recently.

if yes, then I am sending copy of PR Card (to prove that I am legal here), Birth Certificate (to prove same parents), Apartment Lease + Bank Statement which has entry of my payroll deposit from my Canada employer  (to prove I am living & working in Canada).
Do I need to send any thing else to claim these points?
