I am planning to submit under PNPs but do not know which provice to submit and does it important to pre-required to be hired in canada first

It's not as simple as that just submitting under some PNP.  You first have to qualify for some immigration class under one of the PNP's.  Usually that involves being sponsored by an employer or in some cases a close relative or investing in a business in that province.  You can check out the different PNP's here: http://www.cic.gc.ca/english/immigrate/provincial/apply-who.asp and look for one that has an immigration class you might qualify under.

Hi Leon, can i join?...i also want to apply under PNP, i already have 2 close friend who can provide the affidavit of support from ontario...i'll just for that then i can start gathering the necessary docs...am i in the right move?

Does Ontario PNP have an immigration program where 2 close friends can sponsor you?  I am not aware of that.  I am aware that Manitoba PNP has such an immigration stream (as long as your friends are well settled in Manitoba).  If you want to apply under Ontario PNP, go to their website at http://www.ontarioimmigration.ca/en/pnp/index.htm and look for an immigration class you may qualify under.
