[PNP] Question related to filling out imm0008_1e [Background Declaration]

I am filling out my forms after being approved by Ontario Government on PNP. My question is related to Background Declaration Form imm0008_1e

There is a section at the end called Declaration and there is stated on it that
DO NOT COMPLETE THE FOLLOWING SECTION NOW. YOU MAY BE ASKED TO SIGN IN THE PRESENCE OF A REPRESENTATIVE OF THE CANADIAN GOVERNMENT OR AN OFFICIAL APPOINTED BY THE CANADIAN GOVERNMENT

Does this mean that i should leave that info blank and submit the forms to embassy (buffalo or whereever i want to send) and they will send me back? or what should i do?

Do not sign it - do exactly what is says.

In the form IMM0008egen.pdf which is APPLICATION FOR PERMANENT RESIDENCE IN CANADA.  There is a field right in the start of application visa office requested for the process of your application. What does this mean?
