I am so sorry but I have no idea on the time it will take for CIC to complete the application.. I would suggest putting that question in the forum (in the skilled worker section) to see if anyone can help.
As far as the finances go, from what I read (and again, I do not have personal knowledge of this so you should perhaps ask this in the forum too) you would need around $5000 minimum for 2 people:

Financial self-sufficiency
For the period from January 1 to December 31, 2010, single persons must have at least $2,748 at their disposal to meet their basic needs for the first three months following their arrival in Québec. In addition to this sum, they must have at their disposal an additional amount for each family member accompanying them (spouse or de facto spouse and children). For example, a household with two adults and two children under 18 years of age must have at least $4,872 at their disposal for the first three months. The following table indicates the essential needs of main family units.

I believe CIC is processing Skilled worker applications between 6-16 months (but it would depend on the country you are coming from).

What consultant did you use? You should check that they are licenced and approved by the government of Canada.
