Took me less than a year(counting the whole time to receiving my PR card.) I began however with face to face interview in Charlottetown then went back to US and started the procedure. Also my family is originally from the Island (grandparents so still had to do immigration process) so they were quite amenable to my coming "back."  Suggest you go to the PEI govt website and click on provincial nominee program. If you have a skill or education they need you shouldn't have a problem.  Be very aware however this is a small island-- our population is only about 135,000-- there aren't a whole lot of jobs to begin with!

if you apply immigrant partner category, it takes about 6 months at provincial level + 10 months at federal level.
the island is beautiful. it is a good place to live if you do not mind cold windy winter.

Windy yes but still a good bit warmer than the majority of the rest of the country!
