Good Day Everyone,

I'm new here and not too sure if anyone had any experience with this...
A good friend of mine has a work permit, and applying for PNP. He has the first stage approved, now he has to wait for another 11 months. He is an amazing worker, and when there is an opportunity for a higher position within the company, the management is keep saying, that he can't apply, because he is not a PR... Does anyone have any knowledge if that's true or correct? I would appreciate all your thoughts! Thank you!
