You and your children can come to Canada as dependents (OWP for you and Study Permit for dependent child/ren). Your husband can apply for CEC after two years experience.

is he qualified for canadian experience class even if his skilled level B status is only for 6mos now?but before having the skilled level B status he already worked at alberta with a skilled level C?in one of the requirements it says that you  must have two years of full-time (or equivalent) work experience in Canada, Is the 2 yrs he worked there counted?

No, it must be 2 years of work experience in a skill level B or higher occupation to be eligible to apply for PR under CEC.  Is his employer willing to offer him a full time permanent position?  If the employer won't do AINP, perhaps he would consider AEO.  If your husband meets the points requirements, he may be able to apply as a federal skilled worker with arranged employment.
