I don't think you are banned. I think you have to make a certain number of posts before you are allowed to use the personal message system.

I think this is just to prevent spammers creating accounts just to spam adverts to people.

Sorry I am unsure how many posts you have to make to use PM system, I am guessing around 20?

Thats absolutely correct wayne............ Smiley and after reaching 20 posts he can give positive or negative ratings to others as well.
