hi
I have approved HRSDC confomation (AEO).But i have ielts result
L 5.5
R 4.5
W5.0
S 5.5
This indicate I got 6 point in English ability with these point I have 69 points including Arrange Employment Points.
 
MY Question is that I can submit my application to CIO.CIC officer consider my application for processing.

Even though you have a job and enough qualifying points, the assesing VO may tell you that he is not satisfied with your English ability to carry out the offered Job.

So Analyze carefully, that how much language skills your offered job needs, and if you think it needs even medium level English proficiency then take IELTS again

Hi

6 out 16 is very very low you need to improve your result, even if you have job offer and scoring more than 69 points visa officer can question your language ability as ankit said. One other member on this forum scored overall more than 70 points and also got a job offer but visa officer has questioned his language skills, so try to improve your score get atleast 10 / 16 to be on safe side. You scored only 1 in Reading and Writing you can improve alot in these 2 sections.

I would strongly recommend you to re-take IELTS and improve your result.

Yes dear i would like to suggest u to improve ur score before vo request. bcz this time u can improve without tention if vo asks to u then u will b under pressure and may b u wil not b able to preform well.

Yeah
improve your IELTS results .Language is a key point in assessing adaptability. With your results you can be sure VO  would want to see you in a interview and you won't fare well.

If you are afraid of your NOC might disappear soon, I suggest you to submit your application and start studying for second IELTS as well, in case VO asked you to do so.

My suggession is send application with existing IELTS result, in meanwhile try to get good result in IELTS, just register for next test and ready for test to get good band , you will sure get good chance for more bands once you already know the test format, you need some preparation.
If vo asked you for good score of IELTS result then you can submit new result if you get good band.
you have chance to get good band during the initial process on your file. even VO also gives you timeline to submit new good band result of IELTS (for example VO ask to submit in 45days or in some cases VO ask to submit new result in 60days).

Regardless if you get the required points to pass for your immigration immigration but keep in mind that your weak english will get you into a big problem after your arrive canada.
you will not able to communicate with people so of course you will not be able to work!
be carefule and try to go to canada with perfect english or stay at your home country it is better for you.
you will lose your time and money until you your english get better
that from my experince in canada

I met lots of eropean union countries, russian people speaks worst english then asian countries people, even I found lots of chinese japanese philipino speaks worst english then Indians, pakistani, bangladesi speaks.
thats not a big deal as per my point of view , lots of indians in USA canada uk have good business/jobs and migrate from small villages.
thats his/her problem how to communicate or stay in canada.

Most of the people you referred to are those who immigrate to Canada under different categories such as sponsored people:
Family members level of english is of no relevance or asylum seekers already in Canada.
For skilled workers I think language factor is very important for integration.
With respect to good jobs that people with very bad english get,I tend to disagree but it all depends on what you mean by good jobs. Can you really work as an accountant or engineer with very bad english ?

No, We have some TN visa holders Canadian citizens in my company (in US bank financial sector) they filed PR from Ukrain, France,  poland, italian, hungary etc countries,  they have lots of difficulties to  speak english. Even I stayed in different countries in europe (Greece, Italy, Germany, France) I found some people are good in french and they get good points in french so, they migrate from EU countries to Canada, not all people from EU countries are from family sponsored, even on this forum I found some italians, austrian, romanian etc here in this forum people asking for FSW questions.

Have u read the CIC leaflets where they advertise Canada as a place of immigration ? So what do CIC mean by "If you can speak French or English ,you could immigrate to Canada... " Are you saying even very bad english is O.K?

Thats not your "concern" or not mine too. if person get selected for PR immigration even with less english bands or bad english S L W R they can move and stay in Canada. thats none of our business "Ario"....
even CIC website doesn't mean that if you dont know or speak english well then you can't stay !!!!! Proof of Language is there to prove his/her language ability and getting points for PR file thats not means bad english people can't stay in Canada... I think you discourage this OP here.
somany people with less bands already get PR visa and even landed in Canada also. GOOOOO ask them how they manage and stay there.... here we are not for how they speak , communicate in future, we are just help here that he/she qualified or not for PR with these bands..... OK, I guess you get my point "ARIO"...
