According to CIC:

Between July 1, 2011, and June 30, 2012, a maximum of 10,000 complete Federal Skilled Worker applications will be considered for processing. Within the 10,000 cap, a maximum of 500 Federal Skilled Worker applications per eligible occupation will be considered for processing within this same time frame.

In your case the NOC mentioned 1122 , the cap of 500 is already completed.   That is 'cap reached'

Hope you understood now.  In other easy words  "Fully booked, no more seats available".,

Try  next year. You have to check whether there is any change for this occupation. If not apply.

If you apply now your application will be automatically returned. As others have advised you, you will have to wait until next year.

This year Limit for your intended NOC has ended, and you cannot apply, even if you send the application it will be returned without being checked. And you cannot apply in advance also.

Check this page often (From next year)... Lets hope that the NOC you want to apply is still included, as the Immigration pattern can change, nothing is for sure though.
