you would additionally need 1 year of full-time skilled work experience.  See the eligibility criteria on the CIC website:
http://www.cic.gc.ca/english/immigrate/cec/apply-who.asp

Depending on what province you live in, you may qualify under the Provincial Nominee Program -

Also any work experience during the school won't count.

Ontario college programs are undergraduate, but that's OK - CEC does not require the education to be at the graduate level.  It has to be at least 2 years, and it has to result in a degree or diploma.  The programs also have to be at publicly funded institutions or approved private institutions.  You can ask your college for info on whether or not it meets those requirements.

Hey jes and everybody
Need Help from Seniors
I am doing my Masters from U of T right now. But I will be done with my required amount of courses to graduate in Dec 2011 by which the length of my program will be 1year and 4 months for the fall term. So in total it is 16 months. Would I be eligible to apply under CEC with a 1.5 year Masters Program? I see in their website they say something that you must have studied 2 years of post secondary education from a Canadian educational institution.

Should I take 1 extra semester(take 2 more courses and enroll full time and do 12 courses instead of 10 required) and then apply for the PGWP and finish a 2 year program? so that I get a 3 year work permit which will make it easier for me to get my one year work experience and then apply under CEC.

Do you know if it is easy to get PR through PNP ?? or should I not only rely on PNP Ontario and do a 2 year program to ensure my future stays here ??

alm, I don't know what to tell  you. 1.5 years will not meet the requirement for CEC.  Generally I would not advise someone to extend their stay in school just to meet that requirement, but in your case it might be a good idea (unless you have a good employment offer waiting for you...)   You can submit your application for PNP (Opportunities Ontario) in your final semester, but I can't find any info about what's happening with the quota (have you posted your question in the PNP forum?).  If you can afford it, doing both PNP and CEC is of course your most "secure" option, but that's a lotta $$$.
