Please note that you must have meet the LICO in the year prior to filing the application, if your spouse has just started work, count back 12 months have you earned the required amount yet?
Only spouses can co-sign

Whoa - wait a minute.  Spousal sponsorships are minimum income exempt!  From the sponsor's guide, page 7-8

Quote
You may be eligible to sponsor if:
you have an income that is at least equal to the minimum necessary income, the amount of which is published yearly by the Canadian government.
This condition does not apply if you are sponsoring only
· your spouse, common-law or conjugal partner who has no dependent children, or
· your spouse, common-law or conjugal partner whose dependent children have no children of their own

Your husband does NOT have to prove that he meets minimum income levels.  Your husband does need to submit a letter from his employer - the information is on the sponsor's checklist, item 18.  An Option C print out is also necessary, so if he doesn't have one, he will need to explain why.

Married Sept '06 after 4 yr LDR.  Applied via outland ap in March 2007 -  refused Jan '08 due to inadmissible adult "dependent child".  Appeal filed Jan '08; still waiting for resolution.

I assumed that they were sponsoring parents, as they didn't say.
