pls help.work permit on process in Canada but needs to go home

Hi,

My cousin is a semi skilled worker here in Canada and she just got renewed by her employer, work permit is on process. (She is on implied status, work visa has already expired) But she really needs to go home to Philippines so badly due to an emergency reason. Is it possible if she will just wait for her work permit approval in the Phil? Employer will mail it to her once approved and she can just apply for her temporary resident visa in the Canadian Embassy in the Phil.? She told me her employer will give her all the necessary supported letters stating the purpose of her going home and will just continue her employment once she's back in Canada. Seniors I would really appreciate your reply on this matter. Thanks in advance!

Yes, this is possible.  Upon receipt of the work permit, she can apply for the TRV in Manila.

No, the employer can't.  They are not the applicant.
