Pls advice "Federal withdrawn against PNP"

Hi please advice me on the following:

I had applied a federal skilled case in Nov 2005 and PNP case in Dec 2007. Recently got the request for PP,RPRF and medicals on PNP applicationby CHC ND. Till then my previous case was showing in process. On 29 March 2010 my Federal Case was withdrawn by CHC and the reason is since u have an active PNP case we have withdrawn ur previous case.

1) Does it mean that my PNP case is approved hence they had to withdraw my case?
2) Are PNP cases slower than federal case when it comes to security check?

Its kind of been nearly 2 months and things have just slowed down. I too have a foreign travel history as was working on cruise ship.
Just wondering on whats happening and the speed at which things happening.

Please advice me qourax,doglover and others as the wait is getting very very frustating as I am here in India as I can't join back the ship as the PP is with CHC New Delhi.At the same time can't request PP as this might slow it further or they will return PP without visa.

Hence need some advice on the same.
