in Some countries, you can still have a criminal recorrd before 18... I know, it's funny, but that's the way it is, in case you cannot provide such document.  Go to the nearest police station, & have her request it in person.  if they cannot, she can always request a written note saying "she cannot request certificate for a specific reason" .

Why do they ask for her information, because if she is under 18, & if he wishes to bring her over in Canada for any reason  "parent death, war, financial reasons, or just because he feels like it"  it would be pretty easy & straight forward, & she can even qualify for a citizenship if he becomes a citizen, & she is still under 18.

I know it's complicated, but here i s what you can give them.

1) A police certificate + passport
2) custody letter proving that the father his not responsible for his daughter. & a letter saying that she has no intention of going to Canada with her father.
3) a letter fromthe police saying that she cannot obtain a certificate.
4) a letter from the father saying that he is not able to obtain such document for a,b,c reasons.

Good luck!
