I am living in Canada and need to sponsor my family Back in my country...So please just have a look at my fee Calculations For One Adult (my Spouse) and 3 Dependent Children less then of age 6.

Right of Permanent Residence:                                          490$ Each member ( For spouse Only? Not for dependent Children?) Can i pay that at the time of Passport Request?

Sponsorship Application        : (Per Application)                    75$ ( Is that for my spouse only or for the kids too? with Kids it becomes 4 members)

Principle Applicant               :                                              475$ (As above question)

A family member of the Principle Applicant (Less then 22yrs age)  150$ Each member =150*3=450

The right of permanent resident fee is just for the primary applicant and doesn't apply to the dependent children. The sponsorship application fee is just for you since you are the sponsor.
The Principle applicant fee is just for your spouse. Then it would be the $150 for each child. Total would be $1490 for everything unless your spouse will be applying for an open work permit when you submit your application and that's another #150.

Be aware that open work permits can only be applied for under certain conditions - so don't just send them an additional $150 for an OWP unless you know your spouse is eligible for one.  Since you mentioned that you have to sponsor your family "back in my country", it's likely your spouse will not be needing an OWP.  Those are only for spouses who are staying in Canada during processing of the application AND who apply inland.
