Please help student visa and manitoba PNP

I hope you all must be doing great, got a question for all experts
One of my good friend has got student permit approved for Canada for a PG course in Ontario, however he have some friends in Manitoba who are willing to sponsor him under the general stream. If anyhow he will get the approval for MPNP can he leave his studies in Ontario or he has wait until its completed.
