This is my situation: 8 years primary education , 4 years Secondary Education then I started study at university but unfortunately haven't finished. Then I've studied ELS for 3 years in USA as a full time student. After that I moved to Technical Institute and had studied from february 9 to november 19 2009  as a full time student. I completed this programm  and got Computer Aided and Drafting certificate. (earned 35 credits). Than I finished one year apprenticeship in this field.   If it is helpful I can show you my transcript from technical institute. Please help me and let me know how am likely going to score.  Thank you very much for any information, also if you have more questions please feel free to ask.

IMHO 5 points to get 15 your certificate would have to have been 1 year, not 8 months.  No idea what ELS is, if it is English Language Studies, then 0 for it.  A 1 year CAD apprenticeship probably won't garner any points either.

It's actually 9.5 months not 8. I asked at my school and they told me that even at universities you don't study  full year because you have a vacation. I didn't have any during the time I have studied. Thank you. I appreciate your opinion

Read OP6. You only get point for your high school diploma.

―Full-time‖ is defined in R78(1) as requiring at least 15 hours of instruction per week during
the academic year, including any period of training in the workplace that forms part of the
course of instruction.
so it's all about the "academic year" because I had 18 hours per week

It is all about getting a degree. You might have studied for ten years, but degree, no points.
