Please HELP ME....!!

Hello.I have some question and I appriciate if anyone help me!

I am planning to immigrate to Quebec and filling forns.(My husband is my sponsor,family Class)

I tought that we send CIC applications(includes Police certificate, proof of medical examination  etc..)
but in Appendix A Checklist-Immigrant, No.14, They says "Quebec Selection Certificate"!
I know this is very first things first..but..

1.   Now I am confusing what exactly should I send first to CIC.

2.   Also,my husband is filling Sponsorship application,and some of the sheet he doesn't have to fill bacause he is from Quebec,
but we should write "Not Applicable" and send them together, right.....?
(Sorry if my English is incorrect..!)

if your husband sponsoring you from Quebec. . in some of CIC forms clearly written Quebec residence don't need to fill  up these forms.  as soon as  cic receive your application and check that applicant is coming to Quebec , they will inform Quebec ministry . then Quebec provincial Govt . will send you a form for Quebec selection certificate. later you send this Quebec selection  certificate to your Embassy.

I just wondering because..
 they listed "Quebec Selection Certificate" in Appendix A Checklist-immigrant.

Should I check the box....??
