IT is not in the List of who are elligible to apply. UNLESS you are offered a Job from someone in Canada and they process everything according to the Regulation...for common folks with no link to Canada, not gonna happen.

Please, Follow the Below and you will know where you stand.

First go to this site and see if your Job is given in the List, if not, you are not elligible to apply as Federal Skilled worker.
Can only apply if you have a Job offer from Canada:
www.cic.gc.ca/english/immigrate/skilled/complete-applications.asp

IF your Job is in the List, then check the below website and see if you have performed 70-80% of the given duties of that particular Job, enter the code you picked from the above List (that represents your job) and enter in the search:
http://www5.hrsdc.gc.ca/NOC/English/NOC/2006/Welcome.aspx

IF you are elligible, then Download and read this guide:
http://www.cic.gc.ca/english/pdf/kits/guides/EG7.pdf

Then take a Test to see if you make the 67 Points:
http://www.cic.gc.ca/english/immigrate/skilled/assess/Education.asp

Then see the Check List for Documents, you have to Complete (as much as possible) what is give in it:
http://www.cic.gc.ca/english/pdf/kits/forms/IMM5612E.pdf

Best of Luck.

Dear OMM,

Thank you very much for your reply, my NOC code is 2171(A Type), please help me by Guiding.

As per your Link I referred and it is showing as am eligible but when I verified with some people here they are saying minimum 6.5 Band score mandatory in IELTS.

Dear Devihimself,

I am speaking about Canadian Experiance class not Federal skilled worker list, can you please re-direct me in that area.

I can tell you that because Buffalo refused my CEC application last year because of my low IELTS score (5.5).
After that i have applied again under FSW category and now i am waiting for my MR.
In their refusal letter they told my that my English score is low for my NOC.....

Please find under which category is your NOC and what is minimum IELTS for your occupation.I f they ask 7 or 8 you should go again on IELTS test or they will refuse your application.

This is my true story Cry

yes you can apply once you get 67point or more.
about IELTS its depend on applicant process with visa office, sometime visa office strongly recomonded high bands but not to all.
so, if you have doubt that visa office will not accept your application with some good or low bands in IELTS than seat for another exam thats your choise.
even you can claim french points if you know the french thats benefits for you.
choise is yours.

it's not mentioned on any link people share own experience here.
it's true in past some noc applicant request to seat for  ielts for not sufficient language proficiency level requested by visa office. becasue some level of english is necessory in some noc's. for example pharmacy nurse doctor etc qualification and NOC applicant apply with 5bands in each section of ielts it's not advisible to submit that low bands, these category needs some good command on english that they have to prove by IELTS.

Dear Friends,

I am going to apply under Canadian experiance class under NOC Code(A-2171)  and I got IELTS Score 6.

What are notarized documents required while applying under Canadian Experiance class.

I was married and had Marriage certificate still am I need to submit "Statutory declaration of Common-law Union form" to Canada Embassy.

I was from India and in India the Government will prefer 10th certificate as Birth certificate but for canadian experiance class is this will be fine under birth certificate or am I need to get from MRO Office please help me.

Thank you very much for your help.

if you have copy of birth certificate, marriage certificate than submit those it's accepted. (I sent 12th HSC school leaving certificate in English, old marriage certificate issued in 2003 I submitted in 2009 it's accepted both).
rest of arrange as per CIO checklist: http://www.cic.gc.ca/english/pdf/kits/forms/imm5612e.pdf
(in this check list mentioned that which certificate in original is required and which certificate is accepted as copy).
