actually they dont have to believe in allah and Muhammed ( PBUH ), it is something of there choice. because as you know its at the end a believe.

THEY HAVE TO BELIEVE IN ALLAH AND MUHAMMED (PBUH) BECAUSE MOSES AND JESUS (PEACE BE UPON THEM) dint teach different religion...they too believed in one god (ALLAH) and told about comming  AND last prophet i.e, Muhammed (PBUH)

i think there is a solution.

he should apply PR with one spouse as dependent (which is allowed) and rest 3 wives shuld apply individually as prinicipal applicant...if not FSW  some other category like business/Investor/Self employed....which i think they can afford.
