try to contact the higher ranking officers - supervisor, department manager, etc....send them a letter to explain ur situation clearly and politely....state that it was clearly a misunderstanding and mistake from their part and ask for a review
unfortunately, i don't know how they can be contacted....i read in a thread (don't remember which

)...the lady found the info on one of these manuals i think, under a section called "If something goes wrong", "what to do when the VO does not answer or don't agree with their decision" etc
