Hello
I have been asked to mail my passport to CIC singapore for my PR. They ask for me include large evelop so, they can send back my passport
   
     -  Do I need to include paid postage so they can return my passport back to me, or just a evelop (non paid)?

Congratulation!!

Basically it will be better to send it with a registered mail so you can track it using the tracking number provided to be sure it is delivered successfully.
Be sure to add a return prepaid envelop into the registered mail you are sending so they can put your Visa and every other document.


Note: It will be great to use either FedEx, Dhl or Ups so it will be track-able upon activation. Just for your peace of mind.
