You have to send the application with the IELTS exam result.

Now, it doesn't matter if you have taken the IELTS yet or not. When they ask you to go ahead and submit the documents to the nearest CIC office then only you have to provide the IELTS result. So, it means you can send the application with the IELTS but you will need it after you get a reply from Sydney, NC & you are asked to submit docs.

In the application where it asks if you have got english proficiency test results there you have to mention "No".

Hope this helps.

Can anybody confirm IELTS's result validity under new rules? In the previous rule, it was mentioned that IELTS must be taken within one year of submitting your simplified application. However, I don't find this written anywhere under the new rules. My IELTS result will expire in Oct 2009 and I am not sure if I can use it.

At http://www.cic.gc.ca/english/information/applications/guides/EG72.asp

Quote
Official language testing

Take a language proficiency test from a designated testing agency

1
Make an arrangement for testing and pay the test costs. A list of designated testing agencies can be found at:
www.cic.gc.ca/english/immigrate/skilled/language-testing.asp

2
Submit the assessment results with your application.

NOTE: When submitting test results, you will have the benefit of knowing how many points you will be awarded before submitting your application.

3
Your test results must not be more than one year old at the time that you submit your application.
