I am not really the best to answer about the h1b program since I don't know enough about it but for that I know you first fill out a 1 page form and send it in to find out if you qualify, then they let you know if to send them more data. If they decide to nominate you, they will send you a provincial nominee certificate. Then you can do an application for PR and send it to CIC along with your nomination certificate. When you apply for PR, you include your spouse, kids etc.
If you are not an a h1b visa in the US but were coming as a temporary worker and doing it that way, you do not have to do PNP right away, you would need a job offer and temporary work permit to start with. As a skilled worker, you can bring your spouse with you and the spouse gets an open work permit and can take any job. You will have to deal with your employer to apply for PNP with you. Some employers might want to see that you are a good worker and they want to keep you before they decide to do all that paperwork, could be 3 to 6 months of work before they will help you apply. After that, you would get a PNP certificate and then you can apply to CIC for PR and send your certificate with your application.

So you are saying that after a job offer i will recieve a temporary work permit? Whats the duration of that work permit? And you are saying that with that temp work permit i cancarry my family (spouse & kid) who will also get a work permit.
After three months of working with the employer i can apply for PNP with them or some other employer. Then I can apply for pnp.... is that it?
