if your profession is not in noc you can't apply

in that case get AEO

The first step is to visit cic.gc.ca. If your occupation is not under 29 NOC listed under FSW then you need arranged amployment and AEO before you can apply. It is not easy to find the job and get an AEO though. So practically if your occupation is not in 29 listed occupations then there is very little scope that you can apply for Canadian Immigration under FSW
