now that my profession is under the 38 priority list,does it mean i can apply under FSW?
just have one year experience together with IELTS etc.?

Yes, you can apply if you fill all other requirements including 67 points.

another question:
so it doesn't matter even if your still not a registered physiotherapist in canada?
just have a 1 year experience in the phil?

Yes, they don't require you to be registered to apply but when you get in, you will have to work on getting your license here.

arrangement employment is an additional point under FSW..if im going to apply under FSW as a physiotherapist and have an arrangement employment as a caregiver in canada..will it count to 67 points?

You don't get AEO points for a caregiver job. It needs to be a skilled job.
If you don't have enough points to apply as FSW, you could also take the caregiver job and work on your physiotherapist licensing while you work as a caregiver and when you get your license try to find a physio job on a skilled permit and then apply for residency or worst case scenario work as a caregiver for 2 years, then apply for residency under the caregiver program.
