will cpc-m return all wedding photos and personal information? Or they will keep it for their records???

They can be; But I know quite a few people who have not had items returned.
It is always a good idea to send copies (or printed scans) of sentimental items that you want to keep.

does that mean that they don't always return the photos? i did  send copies of all my pictures, i kept the original ones, but i'd love to have the  ones i sent back and make a new album called "Permanent Resident Application - 2011".

What if your application is refused? would they still keep them?

I wish they would. We sent cards that I collected for two years. I do not mind about the photos, I can have it reprinted.

I think they return it if your denied and keep it for their records if your approved. But I could be wrong.

cpc-m doesn't return anything, the local visa office needs the whole application. when picking up the visa from the local visa office and in the last stage of the process, photos and card and things are returned, at least this is the way Damascus visa office does it!

Scanning cards (inside and out) is also possible, my wife did not want the risk of losing the originals.
When a card is scanned you can add a descriptive note about the people who sent it, or a description of the occasion.
The good news is that digital annotation on the scan does not need a paper clip and it wont get lost in a mass of paper.

Too late, already submitted our papers last May.  Sad According to our region specifics, a card with postmarked envelopes. So I sent the originals. Smiley

In New Delhi India, they do return original photos along with passport
