photo spec for pr application in buffalo

need your answer pls.... what's the correct photo specification in buffalo? from chin to crown because i can see... it's between 25 - 30mm on the checklist page but on the cic.gc.ca website, it's between 31 - 36mm... thank you! a little bit confusion... just now I've noticed...

Could anyone tell me when to get such photo here in USA? I went to CVS and they do not have that size. They told me to check with AAA!
