It is frustrating.  I waited until Thursday, one of less busy days, but have failed four times to reach an agent.

Each call I must wait through a long preamble (even short-cutting by dialing 1,2 etc, there are still several minutes of recorded chatter) ), only to be told at the end that there are no agents available, and I must call back.  Surely there is a more considerate way to deal with calls!!!  Either allow us to wait in queue,  or figure out a way to know if agents are not available, and allow us to hang up before having to listen to the verbiage.

Interview April 4, 2011 (so slow!!). Passed.
15 April 2011 New medical done.
7 July 2011  COPR received.
15 July 2011 landed in Vancouver. At last.

Did you tried between 2pm and 3pm? Last time, I had a short wait and spoke to an agent.

And what was the number you used? 

I'll have to use the out-of-Canada number (i.e. 1-613-944-4000); I call via SKYPE, which makes it appear on phones that the incoming call is from the USA.

But that time of hour does not work for Air Canada.  Each time, I was put on hold for at least 3 hours before I can speak to an agent!

But that time of hour does not work for Air Canada.  Each time, I was put on hold for at least 3 hours before I can speak to an agent!

Try calling Air Canada during the evening (or even better the early-morning hours -- easier to do calling from China!!); they work 24 hours a day. Most often you'll get someone working in the US.
