you have not read the whole statement , first read and then argue

i'll tell you something, i applied ;last year, my app received on jan 17,2011, fees was encashed on jan 27, so, completeness check took only10 days as we all agree, but it is clear that they began to check my file at the moment they received it, (the noc was written on the envelope), and notice that they at the same moment i passed the completeness check they encashed the fees,

now in the ss we see encashment after average of 60 days of receiving file, so, where is the delay??? it is in when they begin to check the file, so, the app is put in a about 50-day waiting list since the date it is received in which the cap ,because of previous received app's, may reached...

hope am not right...

you have not read the whole statement , first read and then argue

Okay i accept that they are working on eligibility review so far but they have not reached to the end of July even after 3 months and the website says its already 320 applications. then what you say how many have got PER so far out of these 320?
when website first time gave the update it was 13 Pharmacists only and my application reached the same day when it was updated on the site so according to your statement my application was counted to the CAP after 7 days, as its only 7 days backlog and after 7 days website gave the update as 21 (I think but it was in 20s'). and now you r saying that they could not check the eligibility of 13-21 applications even after 91 days??? If they will take 3 months to process 21 applications at CIO then how can CIO will process 500 applications in this year?
I am discussing all this just to understand the process. I am not here to spread any kind of panic. Just want to learn how CIO is working?
And I think you know a lot so can you guide when will I get response from CIO?

guyz,, this is my understanding.... http://www.canadavisa.com/canada-immigration-discussion-board/all-about-the-cap-t85665.0.html

I only thought about the system of Cap but not time. It may be lame... but that's what I think is going on.

You thought on system of CAP is understandable.and fine.
But we are discussing the time that 320 applications are complete till what date? is it real that applications received in october are truly included in these 320 applications or this number is from July applicants only?

   1st team who is responsible for the completeness checks handover the complete applications to the 2nd team who is responsible for the pre eligibility review.
   2nd team is further segregated according to professions or NOC
   First team which is checking the completeness checks has handover the 320 applications to 2nd team which is responsible for the pre eligibility review, if this second team takes one month , two month or 6 month it is not concerned to 1st team and also this delay of the pre eligibility review is not related to the cap.
   On the base of one application, you can not say that 2nd team has only performed only 21 applications for pre eligibility review.
   2nd team consists of different professionals because for 3131 NOC requires pharmacist field professional who judge the pre eligibility review, 1122 requires another professional and so on, therefore each professional team has his own criteria and speed for pre eligibility review.
   You can not say that 1122 professional team has completed for example 30 applications and 3131 team has completed only 12.
   Each profession requires different checks, so speed of one team may be different to other.
    I also observed that in the beginning 1122 NOC and nursing NOC have been given large team for eligibility because the number of applications of these categories is in thousands, but other NOC like 3131 is checked by a small team.
