yes you are very right. But dear Farrukh is not willing to agree on it.

they use the following:

"Applications received toward the overall cap: 2,983 of 10,000 as of October 18, 2011"

 see they should mention the actual date instead, i.e:

"Applications received toward the overall cap: 2,983 of 10,000 as of July ** ,2011"

in this way it can be more clear...

do u agree...

they use the following:

 see they should mention the actual date instead, i.e:

"Applications received toward the overall cap: 2,983 of 10,000 as of July ** ,2011"

But i think by the current statement,
"Applications received toward the overall cap: 2,983 of 10,000 as of October 18, 2011"

they mean complete applications they have opened till 18th October out of all received applications but they open applications date wise.

i have to land toronto on 28th of Oct.
kindly guide about the proof of funds,
can i carry Prepaid Forex cards issued by Axis bank with me as proof of funds along with the axis bank statement and mini statment.
is it a valid proof.

   i cant agree because i am observing cap updates since July 2010, i closely observed cap updating till now.
   Last time NOC 3131 caped in mid march 2011
    In the march no of the applications received increased many times
   My question is if CIC was working on its routine, why number of the applications it received increased many times in March.
   It announced 500 applications till 10 January 2011(in 6 months) but in mid of March it announced cap, remaining 500 applications filled in only 2 months and 10 days.
   if the CIC is working on its routine irrespective  of applications reached , and it took about 6 months to announce 500 applications then it should take further 6 months for remaining 500 applications to announce , but actually it did not happened , it took only 2 months to announce remaining applications .
   Therefore the conclusion is that there is a mechanism to announce the complete applications in the CIC which is increased or decreased according to the number of applications received and it is not too away the application receiving date.
   The purpose of updating the number of applications weekly is to facilitate the new applicants as well as CIC itself to reverse the bulk of applications which are ready to post.
   Now a days CIC is receiving 4-5 applications per day of NOC 3131  but you will observe that it will increased in November and may be CIC announce cap in the mid of November .
   It announced 320 applications in 107 days (1st July – 17 October)
   If it is working irrespective of applications received, then it should take 60 days to announce remaining 180 applications.
   But you may observe in coming weeks it will not happened , CIC will not take 60 days , it will take only 20-30 days to announce cap because there is rush of NOC 3131in coming two weeks and CIC mechanism is according to applications received , so it quickly announce the cap in November.
   So back log may be 7 days only.
   God knows better.

if so why they announced 500 applications of noc 3131 , it must be zero before 1122 reached cap

Your theory of 7 days backlog is not understandable when we see spread sheet.
Time will tell, for sure.
If it was 7 days backlog then what cause CIC not to give any response to last week of July as of today? you said it takes 60 days for PER. And its been 90 days to my applications and have got no response???how will you justify that?

my dear you are mixing two different things that is completeness checks on which cap depends and pre eligibility review , so you are confused . there is no AOR or PER for those who are in cap , so there is no data in SS, but AOR or PER is for those who have completed the pre eligibility review . There are two teams , one for completeness checks and announce the cap and takes only one week after the submission of application , other team is for pre eligibility review who takes 60-90 days .
