Pharmacist (3131) application returned???

Hi

I applied under pharmacist category & my application was received at Nov 9.  At that time canadian immigration site was showing 440 application received. CAP was shown reached after around two weeks. But recently I came to know that some one got his application returned which was received at 2nd week of sep while the official site was showinf around 300 application received. Is there anyone please give me some exact info.
If these are true than what is the meaning of publishing weekly update???
