Hello,
  I am currently on PGWP (open) which is valid till 2011. I am currently working in Toronto as a IT professional. It is Skill level A job. I am thinking of applying for PR in buffalo under FSW. I was wondering if my work permit and job is considered arranged employment.

1.  You really should read the instructions at www.cic.gc.ca for FSW.  All FSW applications go to Sydney.
2.  No your WP is not considered arranged employment.
3.  Once you have worked in Canada at skill level A,B, or O you can apply FSW2 though you still must meet the 67 points.
