PG diploma or masters in education

hello everyone,
i am working as a teacher since past five years. i want to apply for PR through studies in the field of education like special educator for children with special needs or a general masters degree in teaching.can anyone please guide me regarding the best university(s) for such courses.moreover ,what procedure should i follow ,for PR, after getting the admission.
