Permenant Residence Application In Progress

OK my question here is:

On the CIC website, when it says Sponsorship Application Status - Decision Made, letter sent. That means that CPC-M approved the application to sponsor.

Now under, Permanent Residence Application Status - In Process, and the date that they started processing it. Does that mean, the country abroad that is processing it received the application and is processing it?

Yes that is correct. They are the one's that will process your Permenant Residence part of the application.

yes and you can received a confirmation letter also stating that they're going to start processing the papers.

It's implied that they received the application. They can't start processing anything if they don't have your application.
