permenant card problem ? where to report?

Guys.

I landed in canada, toronto almost on 13th september.

It was a smooth process, stayed there for almost 3 weeks and now back in Kuwait.

Problem is that even after two months have passed  i still not received PR card for myself and my family at the given mailing address. although i receieved my SIN and cerdit card from bank etc on same mailing address.

Question is that how to contact CIC or service canada or where to report the issue? I already out of canada now , so according their websites i can not their call centres?

Is there any email address of service canada to report the issue and to check the status of my PR card.please advice !!
