Permanent Resident Visa processing question. Please help me

My wife in Canada filed her PR visa application December 2007, they started processing the application January 2008, finished her medical May 2008. In the online client application status it says, A decision has been made and you will be contacted. She went to Canada thru the caregiver program, she went to Canada Oct. 2005. I have submitted my application, also finished my medical last February. What I want to know is when will our PR visa approved? I don't know if it's proper to inquire here in Manila about our application. Friends of my wife in Canada who filed almost the same time as hers , their visa's were approved and their families are arriving in Canada already. How long do we have to wait, this is killing us. Thanks in advance for any information you can share.
