permanent resident travelling to Canada

Hi, I'm Canadian and I live in Canada.  My Boyfriend lives in Califorina, USA, is a permanent resident and has a permanent resident card.  I'm hoping he would visit Canada in the Summer 2008 travelling by land.  Are the rules going to change by than about needing a passport to travel to Canada by land? We would pick him at the Buffalo airport then cross the border back to Canada.

There's no problem getting into Canada with a U.S. permanent resident card.  The problem is getting back into the U.S.

Right now, the Department of Homeland Security website says your boyfriend can show his permanent resident card and enter by land/sea (not air).  But this could change at any time.

Another quick question - is the Department of Homeland Security website realiable & always updated? I don't to find out that my boyfriend can't go back to U.S. because it wasn't updated.
