Permanent Residency status of family member

My father & mother landed as sponsored family members, stayed for a while and returned to home country to complete formalities before returning . Subsequently father passed away. Mother cannot travel for some more time as she needs to take care of her old father, our grandfather. If my mother stays out more than 3 years, will she be able to come back under any special humanitarian consideration.
