PCCs are must with initial application to CIO

Dear Members,

As per latest info from one of the forum members (Faanni), CIO has sent back the application because of missing PCC and birth certificate. See the below link:

So, should we assume that PCCs have to be sent with the initial application ??

As per CIO it is not required and VO would ask you.
As per VO list it is required

Hearing these kind of rumors of rejection, I think it's better to send.
