Please let me know whether it is better to approach the passport office or the local police station for PCC. How much time does it take.

My passport has diff address from the current address. What to do in that case?

Any help is appreciated.

PCC is issued only on  the address mentioned in Passport, i think first you will have to move to RPO for change of address and then PCC. PCC can be issued by local SP / SSP/ Commissioner.  It takes about 10 days

PCC is to be obtained from the Passport Office from where you got your passport.  If you apply in the morning, by evening you will get it back.  Depends on the rush at the passport office.  But usually they give after 3:30 p.m.
